2010 Federal Register Items (January - December)

The Federal Register is a daily publication used to provide notice of proposed or final changes to the Code of Federal Regulations (CFR), including the the regulations of the Bureau of the Fiscal Service (formerly the Bureau of the Public Debt). The Federal Register is also used to provide other important information or requests for information. The most important items relating to the Bureau of the Fiscal Service published in the Federal Register from January 2010 through December 2010 are listed below. Regulations Governing Book-EntryTreasury Bonds, Notes and Bills Held in Legacy TreasuryDirect; Regulations Governing Securities Held in TreasuryDirect

Action: Final rule.

Treasury’s retail electronic systems for holding Treasury marketable securities began with the goal of permitting investors to buy and hold marketable Treasury securities until maturity. As a cost-saving measure, Treasury is returning the Legacy TreasuryDirect and TreasuryDirect systems to this initial vision by eliminating the SellDirect program that permits investors to sell their Treasury marketable securities on the open market through a Federal Reserve Bank. Investors will now need to transfer a Treasury marketable security to a broker or financial institution in order to effect a sale of the security prior to maturity.

Treasury is enhancing TreasuryDirect to permit automatic purchases of savings bonds through payroll savings plans.

Regulations Governing Agencies for Issue of United States Savings Bonds; Offering of United States Savings Bonds, Series EE; Regulations Governing Definitive United States Savings Bonds, Series EE and HH; Offering of United States Savings Bonds, Series I.

Action: Final rule.

Treasury is discontinuing the issuance of definitive (paper) savings bonds through payroll savings plans. The amendments to 31 CFR 351.47 and 31 CFR 359.35 are effective on October 1, 2010; all other amendments are effective on January 1, 2011.

Securities Held in TreasuryDirect

Action: Final rule.

TreasuryDirect® is an account-based, book-entry, online system for purchasing, holding, and conducting transactions in Treasury securities. This final rule benefits TreasuryDirect® customers by simplifying the procedures for advance scheduling of marketable Treasury security purchases, enhancing the process of scheduling reinvestments of marketable Treasury securities, and improving the procedures when the proceeds of the maturing security are insufficient to pay for a new security.
